The Granville County Board of Commissioners held a regular meeting on Monday, February 5 at the Granville County Convention and Expo Center. The meeting featured the presentation of the annual financial audit report from Granville County’s auditing firm, Thompson, Price, Scott, Adams, and Co., P.A. An annual audit is required by the North Carolina Local Government Commission (LGC) to ensure that local governments are conducting business in compliance with state regulations and utilizing best financial practices. The fiscal year 2022-2023 audit resulted in an “unmodified” opinion by the auditors, meaning that the information provided by Granville County staff accurately reflects the current financial status of the county.
In other business conducted on February 5, the Board of Commissioners:
– Concluded a property tax exemption appeal hearing that began on November 20, 2023, and upheld the Tax Administrator’s original decision to exempt a parsonage and 1 acre from property taxes but not the remaining 9.15-acre and adjacent 10.17-acre property located on Halcyon Way in Stem. The property owner requested an exemption on both properties for religious purposes.
– Received the Tax Administrator’s Report of 2023 Tax Year Collections and approved the advertisement of tax liens in a local newspaper in addition to notification by United States Postal Service.
– Approved the renewal of a contract for project management software, Power DMS, for the Granville County Sheriff’s Office at a cost of $11,476.01 utilizing the United States Department of Justice Asset Forfeiture account.
– Approved the purchase of ammunition for annual training and duty requirements for the Granville County Sheriff’s Office from Kiesler Police Supply at a cost of $17,377.51.
– Approved the reclassification of the Animal Control Supervisor position to Deputy Animal Services Manager.
– Reappointed Annie Nesbitt (District 1), Leonard Overton (District 2), Harold Satterwhite (District 4), and Ajulo Othow Norman (District 4) to the Oxford Zoning Board of Adjustment.
– Approved Budget Amendment #6 for fiscal year 2023-2024.
– Approved Project Ordinance Amendment #5 – School Facility Repair Project to repair HVAC chillers at C.G. Credle Elementary School, Granville Central High School, and possible future HVAC repairs.
– Approved Tax Refunds, Releases, & Write-Offs for December 21, 2023 – January 24, 2024.
– Approved Board of Commissioners meeting minutes from November 6, 2023, November 20, 2023, and December 4, 2023.
The next meetings of the Granville County Board of Commissioners will be the annual two-day budget retreat, scheduled for Monday, February 19 at 3:00 p.m. and Friday, February 23 at 9:00 a.m. at the Granville County Convention and Expo Center.
