Board of Commissioners Meeting Recap – October 16, 2023

The Granville County Board of Commissioners held a regular meeting on Monday, October 16 at the Granville County Convention and Expo Center. The meeting began with an introduction of the new Director of the Granville County Department of Social Services LaToya Davenport Toussaint, who was sworn in at a special meeting of the Board of Social Services earlier the same day. Toussaint brings seventeen years of experience to her new position in Granville County, most recently serving as the Senior Deputy of Director of the Wake County Department of Health and Human Services.

 

The Board of Commissioners also received various updates and conducted the following business:

 

– Received an update on revenue generated by the two retail locations owned and operated by the Granville County ABC Board and discussed construction on the new ABC retail location in Oxford on the corner of New College and McClanahan streets.

– Received an update on recent and upcoming activities of the Veterans Affairs Committee and the Veterans Services Office.

– Adopted a resolution for Granville County to participate in the annual Operation Greenlight for Veterans.

– Received an update from Vaya Health Regional Director of Community Relations Elliot Clark regarding services and programs managed by Vaya in Granville County.

– Held a Public Hearing on a proposed Land Development Code Text Amendment that would increase the minimum lot size in rural cluster subdivisions to 40,000 square feet, require minimum lot width of 85 feet per lot, and change the minimum setbacks. The Board requested additional information from the Planning Department and the public hearing is set to reconvene at the November 20, 2023, regular meeting.

– Authorized the Planning Department to submit a request to the Capitol Area Metropolitan Planning Organization (CAMPO) to conduct a study of southeastern Granville County that would encompass the NC Highway 56 corridor from Interstate 85 in Butner to US Highway 1 in Franklinton, NC Highway 96 corridor south of Oxford to US Highway 1 in Youngsville, residential growth pressures in southeastern Granville County, and water resources issues from continued residential growth.

– Received an update on the 2024 Tax Reappraisal process and accepted the draft Real Property Appraisal Manual prepared by the Tax Administration Office. The manual is available on the Tax Administration Office website. 

– Approved a grant application from the Sheriff’s Office to the NC Governor’s Highway Safety Program to promote regional law enforcement engagement and increase participation in traffic safety efforts. The Sheriff’s Office is seeking $30,000 from the grant program.

– Approved a contract with Studebaker Control Solutions, Inc. in the amount of $27,950 to upgrade the geothermal heating and cooling system at the Cooperative Extension Office.

– Approved an engineering service contract with McGill Associates in the amount of $74,250 to continue system evaluation of a sewer lift station at the Triangle North Business Park in Oxford.

– Appointed David Fellerath (District 2) and Sandra Bowden (At-Large) to the Parks, Greenways, and Recreation Advisory Committee.

– Appointed Natalie Rowntree (District 1), Colleen Fitzgerald (District 3), and Lisa Wilson (District 5) to the Animal Control Advisory Committee.

– Appointed Adlia Woodlief (Southern Granville County) to the Jury Commission.

– Approved the surplus and disposal of seventeen county-owned vehicles.

– Approved the surplus and disposal of kitchen equipment from the former Detention Center.

– Approved tax refunds, releases, and write-offs for the period of September 21 through October 4, 2023.

– Approved an Excise Stamp Tax refund to Madison Title Agency from the Register of Deeds.

– Approved meeting minutes from June 19, 2023, and July 10, 2023.
