The Granville County Board of Commissioners held a regular meeting on Monday, October 2 at the Granville County Convention and Expo Center. The meeting featured a presentation from Representative Frank Sossamon (NC District 32 – Granville/Vance), Representative Matthew Winslow (NC District 7 – Granville/Franklin), and Senator Mary Wills Bode (NC District 18 – Granville/Wake). They along with Vance-Granville Community College President Rachel Desmaris provided an update on funding provided in the North Carolina 2023-2024 fiscal year budget that will impact Granville County including:
– $11.5 million for the Vance-Granville Community College Advanced Manufacturing Center, which is planned to be built at the Triangle North Business Park in Oxford.
– $3 million for capital improvements at Vance-Granville Community College campuses.
– $1 million for economic development site improvements at the Triangle North Business Park.
– $10 million for the Kerr Lake Regional Water System, which supplies water to the City of Oxford.
– $5 million for the South Granville Water and Sewer Authority infrastructure upgrades.
– $500,000 for the Henderson-Oxford Airport to install new water line infrastructure.
– $3 million for the C. A. Dillon Youth Development Center in Butner.
– $500,000 for the Town of Butner for infrastructure and downtown improvements.
– $250,000 for the City of Creedmoor City Hall and Police Department expansion.
“I’m thrilled about these appropriations for Granville County,” said Representative Sossamon. “I’m looking forward to the coming improvements in quality of life for the Granville County, as well as the numerous economic development opportunities that will arise from this funding.”
“It’s an honor to be able to help these important projects become a reality,” said Representative Winslow. “As these projects are completed in the near future, the residents of Granville County can expect tangible improvements in the community. We look forward to continuing to advocate for Granville County at the legislature.”

The Board of Commissioners also received updates on other ongoing projects and programs in Granville and conducted the following business:
– Received an update from Granville/Person Cooperative Extension Agent Jennifer Brown who provided information on NC Cooperative Extension’s Family and Consumer Sciences programs.
– Received an update from Granville Health System Interim CEO Adam McConnell about planning for increased Basic Life Support (BLS) services to transport patients separate from emergency calls.
– Approved an application for Senior Services to apply for an NC Department of Transportation grant to fund fixed-route transportation services in Oxford.
– Selected Custom Light & Sound to install upgraded audio/visual equipment at the Expo Center.
– Approved an application for Emergency Management to apply for an emergency preparedness planning grant from the US Department of Homeland Security & NC Department of Public Safety.
– Approved a contract with Kilian Engineering for engineering services related to a stand-by generator installation at the Expo Center at a cost not to exceed $17,500.
– Approved a consulting services contract with the Bailess Group, LLC for the Sheriff’s Office at a cost not to exceed $74,000.
– Approved the purchase of body armor for the Sheriff’s Office from Lawmen’s Distribution, LLC at a cost of $38,443.83 in US Department of Justice (USDOJ) Asset Forfeiture funding. Approximately $12,500 of that cost will be reimbursed via the USDOJ Patrick Leahy Bulletproof Vest Partnership.
– Appointed Cynthia Green to the Planning Board representing District 4.
– Appointed David Smith to the Senior Services Advisory Committee representing District 2.
– Approved a contract for 911 Emergency Communications from Mobile Communications of America at a cost of $66,961.68 to provide software and connectivity support.
– Approved Fiscal Year 2023-2024 Budget Amendment #2.
– Approved the surplus and disposal of three 2011 Ford Fusions and one 2014 Honda CRV.
– Approved tax refunds totaling $2,283.83, releases totaling $117.21, and write-offs totaling $20.01.
– Approved hosting a Household Hazardous Waste (HHW) disposal event on November 18 at the Expo Center.
– Approved meeting minutes from May 15, 2023, and June 5, 2023.
