On November 15, 2024, Garland H. Kanady, Jr. submitted an Election Protest to the Granville County Board of Elections (the “Board”) regarding the contest for North Carolina House of Representatives District 32 (the “Protest”).
Pursuant to N.C. Gen. Stat. §163-182.10 and 08 NCAC 02 .0110, the Board hereby provides notice of an Emergency Preliminary Consideration Meeting (the “Emergency Meeting”) to be held on Wednesday, November 20, 2024, at 10:00 a.m. at 208 Wall Street, Oxford, North Carolina 27565.
The purpose of the Emergency Meeting is for the Board to determine (1) whether the Protest substantially complies with N.C. Gen. Stat. §163-182.9 and (2) whether the Protest establishes probable cause to believe that a violation of election law or irregularity or misconduct has occurred. See N.C. Gen. Stat. §163-182.10(a)(1).

The Granville County Board of Elections will hold a meeting at noon on Wednesday, November 20, 2024, at 208 Wall Street, Oxford, NC 27565, to conduct a recount if a recount is requested by an eligible candidate under N.C.G.S. § 163-182.7(b) or (c). Only a contest eligible to be recounted under these provisions will be subject to the recount. Members of the public may attend the meeting, but space may be limited. If no such recount is requested, the meeting will be cancelled.
The Granville County Board of Elections will recess the recount meeting at 9:00 pm on Wednesday, November 20, 2024. The recount will resume at 8:30 a.m. on Thursday, November 21, 2024 at the Granville County Board of Elections located at 208 Wall Street, Oxford, NC 27565. Members of the public may attend the meeting, but space may be limited.
The Granville County Board of Elections will hold a special meeting in the Board of Elections office on Thursday, November 21, 2024 at 3:00 pm to recanvass the election to remove three same day registration votes for voters whose mail was returned undeliverable.

On November 15, 2024, Frank Sossamon, by counsel, submitted an Election Protest to the Granville County Board of Elections (the “Board”) regarding the contest for North Carolina House of Representatives District 32 (collectively, the “Protest”) alleging that a deceased voter had voted and that the ballot was counted.
Pursuant to N.C. Gen. Stat. §163-182.10 and 08 NCAC 02 .0110, the Board hereby provides notice of an Emergency Preliminary Consideration Meeting (the “Emergency Meeting”) to be held on Thursday, November 21, 2024, at 3:00 p.m. at 208 Wall Street, Oxford, North Carolina 27565 to consider the Protest.
The purpose of the Emergency Meeting is for the Board to determine whether the Protest substantially complies with N.C. Gen. Stat. §163-182.9. The State Board of Elections has instructed the Board to assume at preliminary consideration that the Protest establishes probable cause to advance to a hearing per N.C. Gen. Stat. 163-182.10(a)(1).
