To operate the Orange Street Community Center pursuant to the terms and conditions of the Lease Agreement between the Board of Commissioners as Lessor and Board of Trustees as Lessee to the end that facilities of the Orange Street Community Center will be open to the public for recreational, educational and other eleemosynary purposes.
